THE NATIONAL NARCOTIC OFFICERS’ ASSOCIATIONS COALITION JUNE 30, 2000 DELEGATE MEETING INDIANAPOLIS, INDIANA On June 30, 2000 the NNOAC delegates meeting was held at the “Westin Hotel” in Indianapolis Indiana. There were 45 delegates, associates and guests in attendance. NNOAC chairman Ron Brooks was unable to attend because of an illness in the family. Vice-chairman Bob Ferris opened the meeting and welcomed everyone and thanked the Indiana Narcotic Officers Association and The Illinois Narcotic Officers Association for co-hosting the meeting.
Vice –chairman Ferris spoke about some new legislative initiatives going on in some states. Jack Kerrigan (CNOA) reported on a new initiative in California called the “Fair Drug Treatment Law”. Mr. Kerrigan stated that this law would make all narcotics legal, including heroin. This law is being backed the same people who backed “Prop 215” in California and other medical marijuana laws in other states. Ed Mouery (Oregon Narcotic Officers Association) also spoke on pending legalization issues. Vice-chairman Ferris introduced Mike Muth who gave an overview of Interpol and how Interpol can work with law enforcement agencies. The meeting then adjorned for lunch where our special guest, Indiana State Police Superintendent Melvin Caraway gave a very informative talk. Vice-chairman Ferris opened the afternoon session and introduced Lawrence Gallina, DEA Chief of Domestic Operations, who was representing DEA administrator Donnie Marshall who was unable to attend do to a prior commitment. Chief Gallina gave overview on DEA operations and budgets. AUSA Laura Birkmeyer spoke on Meth labs and the California Precursor Committee. DOJ Investigator Sue Weber Brown spoke on the Drug Endangered Children’s Program in California that takes care of the children that are victim’s of parents meth labs and drug addictions. Jim Molinary, U.S. Marshall, San Francisco spoke about “CAFRO” Civil Asset Forfeiture Reform Act” CAFRO is a compromise bill by Senators Shummer and Sessions, which is a compromise to Senator Hyde’s bill. It would appear that the compromise bill is the best we can get at this time. On July 1, 2000 Vice-chairman Ferris opened the meeting and introduced our special guest speaker Indiana Congressman Mark Souder who spoke to us at length about his views on Law Enforcement and Narcotic Legislation. Congressman Souder’s remarks were well received by the attending delegation. During lunch, Vice-chairman presented plaques of appreciation were presented to former NNOAC chairman Tim Nelson (North Carolina Narcotic Officers Association) and Dick Sloan, Executive Director, NNOAC. Prior to adjournment the delegates agreed to extend our next meeting which is usually in January to March 2001 in order to have our meeting in Washington D.C. North Carolina Narcotic Officers Association also agreed to host the October 2001 meeting. Thanks to all the attendee’s for supporting the Coalition and we hope to see everyone in Washington D.C. in March 2001. |
