	        <description><![CDATA[<div class="wholeNewsBlock">According to a report issued by the Franklin County, Missouri, Narcotics Enforcement Unit, a significant amount of pseudoephedrine sales prior to the adaptation of the City of Washington PSE ordinance on July 7, 2009, were being diverted to make methamphetamine.&nbsp; This presents data indicating that the new ordinance has been successful in reducing the amount of PSE being diverted to make methamphetamine.</div>]]></description>
